The CA PUC is examining on-bill financing to spur the residential market http://www.greentechmedia.com/articles/read/california-proposes-utility-bills-as-latest-efficiency-investment-tool/#.
Also, there is proposed legislation in MD to create solar thermal "utilities" http://mlis.state.md.us/2012rs/bills/sb/sb0677f.pdf.
These plus what was mentioned in the article (ie PACE) will go a long way toward spurring the market.

Seth,

Great piece. SEPA just came out with a report on SHW third party financing that was AMAZING. I'll email it to you. I just wrote a review of the report similar to this article for REW. Here's the main thing I took away, SHW is a $123 BILLION dollar market at today's energy prices and installation costs, and it faces the same barriers PV did 5 years ago. I don't think it's a question of if financing will come, but when!

Best,

Chris

PS - Here's the REW article for those interested about the SEPA report: http://www.renewableenergyworld.com/rea/blog/post/2012/02/dont-count-out-solar-water-heating-its-a-123-billion-market?cmpid=rss

The biggest reason solar water heaters are not more popular is because solar thermal (The affordable solar) has been overshadowed by the more glamorous solar photovoltaic system.

I am a retired plumber with over forty years experience. I have had a deep belief in solar water heaters for over twenty years. Not only does California offer excellent incentives for the installation of solar water heaters, many other states do also.

Plumbers all across the US have a perfect opportunity to make a bundle installing SWH's; if they would only realize this.

Most important is the fact that plumbers are in the best position to make consumers aware of the existence of the other solar. Thermal..
